Chimtala Electricity Substation: All you need to know about India-funded power grid project in Afghanistan

New Delhi: Ministry of External Affairs (MEA) Joint Secretary, JP Singh, visited Chimtala Electricity Substation near Kabul recently. The Chimtala Electricity Substation, established by Powergrid Corporation of India at Chimtala, close to Kabul, is one of the numerous active Indian projects in Afghanistan. Funded by Power Grid Corporation of India under the Ministry of Power, North East Power System (NEPS) is a crucial station in Afghanistan. Construction of the Chimtala substation began in 2005 and was completed in 2009. The fund has been provided by India as part of its assistance package to the Afghanistan Government. The substation, which was created with the aim to Light Kabul, is regarded as a milestone in the development and reconstruction of Afghanistan.

Following the shortage of electricity in Afghanistan, the then Afghan President Hamid Karzai requested India's cooperation in building a transmission line to bring power from generating stations in Uzbekistan to Kabul.

Following this, Afghanistan and Uzbekistan finalise a power-purchase agreement. The agreement includes a 462-km transmission line proposed from the Uzbek border to Kabul. Of the total line project, the last part of 202 km from Pul-e-Khumri to Kabul was to be constructed by Power Grid Corporation of India.

The Ministry of External Affairs, Indian Government, and Power Grid inked an agreement on August 12, 2005, for the building of the 220-kV Pul-e-Khumri-Kabul transmission line and Chimtala sub-station in Kabul.

As per the agreement the project was scheduled to be completed within 42 months.

Construction of the Chimtala substation began in 2005 and was completed in 2009.

The project cost Rs 4,050 crore (approximately $83m), which was less than the initially estimated amount of Rs 4,780 crore.

Passing over the Salang Range at an altitude of 3,800m, the transmission line is 202 km long.

Two 160MVA 220/110kV transformers and three 40MVA 110/20/15kV transformers are housed at the Chimtala substation.

Each of the 220kV and 110kV sides has ten bays, while the 20kV side has fifteen.

Importing power through the transmission line helps in fastening the economic rehabilitation and growth of Kabul province and the country.

The project strengthened Indian presence and involvement in reconstruction in Afghanistan.

This large-scale transmission project marked a turning point in India's diplomatic efforts to forge and maintain a strategic relationship with Afghanistan.
